In Texas we have 254 counties that often are referred to as “an arm of the state” or administrative subdivision of the state. Also, county government acts as a unit of local government.
Counties perform two basic functions: 1. Carry out administrative and judicial responsibilities for the Sate of Texas.
2. Carry out local government responsibilities for county residents.
